WIA and CalWorks
By:Leticia Carbajal

Within Room 15 on our Del Norte campus, we administer two programs, the Workforce Investment Act (WIA) and CalWorks. Both of these programs are designed to assist participants in finding employment. Sometimes, these participants can find a job with minimal help through what is known as Core Services. Services such as, resume update, job leads, copies, fax or telephone access are provided. Most of our participants on the other hand, require more assistance in finding a job, these services are known as Intensive Services.
These include counseling, assessment, workshops and placement.
If the participants cannot find employment after Core and Intensive Services, we then offer classroom training.

WIA and CalWorks

These include counseling, assessment, workshops and placement. If the participants cannot find employment after Core and Intensive Services, we then offer classroom training. Core Services are offered to everybody that steps into our office. However, to receive Intensive Services and Classroom Training, free of charge, you must qualify for one of our programs.

All WIA and CalWORKs participants that wish to attend training at the ROP come through our office. When participants step into our office it is our job to find out if they qualify for our programs. This process begins with orientation, which is held every Friday from 9:00am-11:00am. At this time we go over the different programs that we offer on campus that could help them pay for their classes. We also go over the qualifications for each program. The Dislocated Program is for participants that have been laid off due to company closures or massive lay off, it is not income based. The Adult Program is for anyone who is 22 and older and is low income. The Youth Program is for participants 16-21 and low income. If participants are working and their income exceeds our income guidelines, we give them what we call a purple form. This form basically states that they do not qualify for WIA or Calworks. Participants that do not qualify go to Post Secondary with the form to see if they qualify for any grants or, if they wish to pay for the class, they may enroll in the training of their choice. The participants that qualify move on to the next step, which is to fill out an application and to bring the required eligibility documents.

All of this applies to the WIA. For CalWorks it is slightly different. There are three groups of participants in this program. Self-Initiated, who come in and go through the same process as the WIA participants, Referrals by the Department of Public Social Services and Referrals by GAIN. We offer Core Services and Intensive Services but we also offer Adult Basic Education, Vocational training and Work Experience.
